Ashley Blows, Senior Strategic Advisor, Local Authorities

Ashley is Senior Strategic Advisor for Local Authorities and Co-Head of Advisory, supporting major regional authorities with strategy, structuring and delivery of largescale infrastructure programmes. 

He has over thirty years of experience in project and infrastructure finance, spanning advisory, equity investment, lending and M&A across transportation, water, waste, social infrastructure, power and renewables. Ashley started his infrastructure career at NatWest before taking senior roles at Dexia, Assured Guaranty, Depfa, and later Natixis, where he led Infrastructure Finance (EMEA), Infrastructure Fund Coverage and sector leadership across all business lines across transport, environment and social infrastructure. From 2023 he provided consultancy services across the project finance and infrastructure sector before joining the National Wealth Fund in November 2025 as one of the first Senior Strategic Advisors to Local Authorities.
